The Law improves the procedure of appointment of the heads of local State administrations.
The Bill introduces amendments to the Laws "On the Cabinet of Ministers of Ukraine", "On the Local State Administrations" and "On the Local Self-Government in Ukraine".
Thus, the Bill "excludes the regulation which states that the President of Ukraine is authorized to decline the candidacy nominated by the Cabinet of Ministers of Ukraine for the post of a head of a local State administration;
excludes the regulation, pursuant to which, the heads of local State administrations are appointed for the period of authority of the President of Ukraine;
states that the President of Ukraine should adopt a decision concerning appointment or dismissal of a head of a local State administration within 15 days since the submission of the Cabinet of Ministers of Ukraine is received;
envisages that in case the President of Ukraine declines the submitted candidacy, the Cabinet of Ministers of Ukraine appoints an acting head of a local State administration who assumes all rights and obligations envisaged for the heads of local State administrations by the said and other laws of Ukraine".
